President Lungu is said to have instructed Minister of Justice Given Lubinda to immediately halt the Constitution Amendment Bill until the proposed national dialogue process is completed. However the national dialogue has been halted due to the PF government's refusal to have an international non-bias body as chair.

The Bill has caused a significant amount of controversy, with suggested changes to presidential terms and other important governance issues.

Several stakeholders, including the main opposition, the UPND, have opposed amendments to the Constitution without conclusive consultations.
