Zambia Announces National Rainwater Harvesting Strategy to Enhance Water Security

Zambia has launched its first National Rainwater Harvesting Strategy to help mitigate water insecurity and enhance resilience against climate change. The Ministry of Water Development and Sanitation (MWDS) developed the strategy with support from the European Union’s Green Nexus Programme, marking a crucial move towards sustainable water management in Zambia. The Green Nexus Programme, a key initiative under the European Union’s Global Gateway Strategy in Zambia, aims to promote sustainable growth, green partnership and employment.

The strategy responds to the severe drought during the 2023/2024 wet season, resulting in President Hakainde Hichilema declaring a national emergency.  The Minister of Water Development and Sanitation, Hon. Eng. Collins Nzovu explained that the strategy aims to create a mechanism for capturing and storing rainwater to increase irrigation and agricultural productivity. Nzovu stated the initiative “will enhance overall water security that will benefit various water users and build resilience against climate shocks in Zambia as a whole”.

Rainwater harvesting provides a sustainable solution by capturing and storing water for agricultural use, sanitation, and even drinking. This reduces dependency on rain-fed agriculture and hydroelectric power during droughts. Claudio Bacigalupi, Head of Cooperation at the EU Delegation to Zambia emphasises its abilities, calling it a “unique opportunity to build climate resilience and secure sustainable livelihoods.”

As part of the Green Nexus Programme, the German and Swedish governments have co-founded the Integrated Water Catchment Management and Landscape Protection in Zambia (AWARE 2.0) project. The project aims to scale up nature-based solutions to improve water management in Zambia's Lower Kafue Sub-Catchment.

This initiative aligns with Zambia’s broader development goals, promising enhanced food security, mitigation of recurring drought impacts, and stronger climate resilience. Information regarding the cost or timeline for completion has yet to be announced.
