ACC Arrest Former Agriculture Minister Over $131m Fraud

The Anti-Corruption Commission (ACC) has arrested former Ministry of Agriculture Permanent Secretary Songowayo Zyambo for fraud related offences specifically over the management of a $131 million dollar unfulfilled fertilizer contract.

The former principal agricultural economist has been charged with one count of Fraudulently Facilitating Payment from the Public Revenue for Goods not Supplied in Full. The non-provision of goods with money exchanged contravenes the anti-corruption act. 

Zyambo, together with Grey Mwale and Emmanuel Kabwe, signed a letter of confirmation stating 100% of the fertilizer compound had been delivered in exchange for $131 million, as per the contract. Signing the letter constitutes an act of fraud as the delivery had not, and was not, made.

Neria Investments Limited was contracted by the government to supply approximately 135 metric tonnes of fertiliser. The four accused acted for Neria Investment and obtained the $131 million dollars without Neria delivering the product.

All accused have been released on bond pending an appearance in court.

The New Dawn government have made a particular effort to crack down on corruption in the country. Hichilema has previously described the government of Edgar Lungu as riddled with “serious” corruption that was not only undermining public faith in governance but also wasting state funds. Having bestowed a dire inflationary economy on Zambia, the fraudulent purchase of properties including two helicopters and a hotel by one former PF minister is perceived by UPND officials as a sign of contempt towards the Zambian people. Despite a GDP per capita of less than 1,000 euros (2021), former ministers including Justice Minister Given Lubinda are being charged with defrauding the state of millions for personal gain. As part of the government crackdown, K65.3 million was recovered by the state from corrupt journalist Faith Musonda. The funds will be used to fund over 2,000 bursaries.
